On August 22, CPC Central and the State Council issued two milestone files in Establishing Unified National Eco-Civilisation Pilot Area(《关于设立统一规范的国家生态文明试验区的意见》) and National Eco-Civilisation Pilot Area (Fujian) Action Plan (《国家生态文明试验区（福建）实施方案》).
In the first document, it is written that unless otherwise State-approved, no new ‘Eco-Civilisation’ pilots/demonstration areas are allowed. Other current pilots will not be extended when pilot phase dues – and no later than 2020.
The Action Plan selected Fujian, Jiangxi and Guizhou pilot provinces. The general timeline is, by 2017, policy and mechanism reform in the pilot provinces are effectively operated. By 2020, duplicable policy experiences can be applied beyond the pilots.
Also, Pilot provinces can establish relevant regulations to support the pilot. Other provinces should adjust their own master plan to be in line with the pilot objectives, via enhanced cross-provincial communication and experience sharing.
Of the three pilots, Fujian is picked out for detailed action plan.
