Draft Technical Manual for Green & Low-Carbon Development of Small Towns in China funded by UK Prosperity Fund, is now published in China Construction Daily. The technical manual is a step change in bringing international experience to China’s green and low-carbon urbanization process. The manual provides a roadmap of green and low-carbon master planning, covering areas of urban planning, clean energy, production and application of renewable energy, energy conservation in building, green architecture, sewage and waste disposal, ecological restoration, protection and inheritance of history and culture, thus providing technical support for the green and low-carbon development of small towns in China. Against this backdrop, Chinese local decision-makers can keep abreast of the fundamental principles and development paths strategically in this particular field.
There are four components mentioned in the draft Guidelines, namely, planning, technology, policy and investment & financing.
