Seminar on EU-China Practical Cooperation on Sustainable Urbanisation was successfully held in Shenzhen

(UrbanCNet)——In the morning of June 22, 2017, China Center for Urban Development (CCUD) of the National Development and Reform Commission (NDRC) successfully held the "Seminar on EU-China Practical Co-operation on Sustainable Urbanisation” in Longgang District, Shenzhen. Focused on the HD China EU Future City (CEFC) project-a demonstrative project of EU-China Urbanization Partnership, the conference displayed the achievements of EU-China Urbanization Partnership and had an in-depth discussion on the practical cooperation mechanism of EU-China urbanization. The conference was supported by European Union Chamber of Commerce in China (EUCCC) and gathered more than 70 attendees including leaders of departments and organizations from Europe and China, government officials from Shenzheng Development and Reform Commission and Longgang District, renowned experts and scholars, representatives form institutions as well as European entrepreneurs.

Shen Chi, Deputy Director General of CCUD, Li Tie, Chairman and Chief Economist of CCUD and Yu Jing, Deputy Director General of Shenzhen Development and Reform Commission gave wonderful speeches at the beginning; then Li Tie, Chairman and Chief Economist of CCUD and Massimo Bagnasco, Vice President of EUCCC delivered keynote speeches; Pasqualino Tomassi, Chief Architect of HD CEFC, explained specifically the design of HD CEFC and exchanged ideas with other attendees.

The seminar also includes two discussion panels: Top-level Design for EU-China Sustainable Urbanization and Innovation Practices for EU-China Sustainable Urbanization. Yang Baojun, the President of China Academy of Urban Planning & Design, Yin Zhi, Executive Vice President of Institute for China Sustainable Urbanisation of Tsinghua University and Rositsa Petrova, Policy Officer of Delegation of the European Union to China also shared speeches focusing on the discussed topic. Mr. Shen Chi and Florian Schmied, Chairman of Tucher Group concluded the seminar by expressing their thanks and wishes to the guests. Wang Jin, Deputy Director of the International Cooperation Division of CCUD served as the moderator of the seminar.

As the organizer of the seminar, Mr. Shen Chi, Deputy Director General of CCUD emphasized the great importance of urbanization in promoting EU-China practical cooperation, and fully affirmed the achievements made under EU-China Urbanization Partnership. Ms. Yu Jing spoke of how HD CEFC can be of greater driver of Shenzhen in promoting green, low-carbon development, international urban cooperation, as well as EU-China Urbanization Partnership. In addition, Mr. Liu Wei said that Shenzhen's international low carbon city is one of the six key development areas in Longgang and it is also the flagship project to promote sustainable urbanisation cooperation between China and Europe. 

Mr. Li Tie emphasized in the keynote speech that it is of great practical value to select good practice and demonstration project under The Belt and Road Initative and EU-China partnership. He also expected that HD CEFC could be used as a successful template for future large scale projects and form solid basis for EU-China cooperation. Mr. Massimo Bagnasco expressed his wishes to be further involved in the EU-China urbanization partnership and in HD CEFC project, contributing to the urbanization cooperation between China and Europe.

Yang Baojun, the President of China Academy of Urban Planning & Design emphasized in his speech, China and Europe should fully activate enterprises, government and academy to trilateral cooperation, actively advance urban development both in China and Europe. Rositsa Petrova, Policy Officer of Delegation of the European Union to China pointed out that there was basis for mutual learning between China and Europe on technology and innovation. The Directorate-General for Research & Innovation of European Commission supports the implement of “EU-China Innovation Platform on Sustainable Urbanisation” included in the “Horizon 2020 Projects” which shows the initiative steps in EU-China sustainable urbanization. Yin Zhi, Executive Vice President of Institute for China Sustainable Urbanisation of Tsinghua University mentioned that China maintained an open attitude towards sustainable development and ecological urban construction and hoped that more European enterprises and research institutions would cooperate with Chinese scientists and enterprises to solve the developmental problems of sustainable development of construction, community and city in China. Other participants form embassies and consulates, institutions and enterprises also joined the discussion and share their ideas in sustainable urbanization.

After the conference, some participants visited Shenzhen International Low Carbon City. The demonstration of real cases gave a better understanding of the experience and achievements of EU-China practical cooperation on sustainable urbanization.

EU-China Innovation Platform on Sustainable Urbanisation

EU-China Innovation Platform on Sustainable Urbanisation is a major project of “Horizon 2020 Projects” which is supported by Directorate-General for Research & Innovation of European Commission and Ministry of Science and Technology of the People’s Republic of China. It aims at integrating urbanization-related resources from both China and Europe, promoting mutual learning on sustainable urbanization and providing policy and management support for Chinese and European governments. The platform will identify, follow-up and guide the matching of cities related to EU-China sustainable urbanization. Themed at energy-efficient city, cultural city, green city, sponge city and smart city, this platform will also develop demonstration project of EU-China sustainable urbanization and seek for new cooperation model for EU-China Industry-Academy-Research integration.

CCUD, as an implement organization of this project, will mainly identify, follow-up and guide the matching of 30 pairs of cities between China and Europe, promote the practical cooperation project, and develop innovation and cooperation platform on sustainable urbanization that will connects all stakeholders form China and Europe, therefore to provide Directorate-General for Research & Innovation of European Commission and Ministry of Science and Technology of the People’s Republic of China with a policy report on EU-China innovation and development on sustainable urbanization.
