The fourth Digital China Summit was opened in Fuzhou on April 25. Under the guidance of the National Development and Reform Commission of PRC and the Cyberspace Administration of China, the fourth Digital China Summit Digital Silk Road and China-ASEAN Smart City International Cooperation sub-forum was successfully held by the China Center for Urban Development, the Digital Fujian Construction leading Group Office and the Fuzhou Municipal people's Government.

Satvinder Singh, Deputy Secretary General of ASEAN, and Deng Xijun, Ambassador of China to ASEAN, delivered  video speeches. A number of leaders and experts from national ministries, local cities and well-known enterprises have also delivered speeches. Dozens of local government organized groups with nearly 240 government representatives, representatives of industries, experts and scholars attended the forum. More than 300 viewers participated in the forum through "online and offline" approach. 

As an important event of the 4th Digital China Summit, this Forum, with the theme of "Innovation, Cooperation and Common Development ", highlights the characteristics of digital silk road exchange and cooperation, comprehensively shares experiences of China-ASEAN smart city development, deeply discusses the future direction of smart city cooperation, and actively explores mechanism and platforms for cooperation in order to build the “digital silk road”.

Representatives from China and ASEAN provided guidance for deepening future cooperation. Zhao Chenxin proposed that the smart city, as an important grasp of developing the digital economy and promoting the sustainable development of cities, is a key area for cooperation between China and ASEAN. In the future, both parties will build a multi-level communication platform to deepen the partnership among cities, to promote market cooperation among enterprises, to stimulate diversified innovation elements, and to further promote China-ASEAN smart city cooperation.

Satvinder Singh introduced the progress made by ASEAN in promoting smart cities and sustainable urbanization. He proposed to further deepen cooperation between China and ASEAN in smart city development, promote human capital and capacity building, and improve the quality of talents.

Deng Xijun said that China and ASEAN countries have played an exemplary and leading role in global anti-epidemic efforts. In the future, the two parties will promote cooperation in urban smart transportation, smart power supply, smart city administration, smart medical care, smart education, smart home and other fields. Also, both parties will strengthen exchange in joint research and development, data processing, remote monitoring and other fields.

In order to promote technological collaborative innovation among China-ASEAN cities, share the achievements of smart city development, and discuss future cooperation plans, representatives from Sichuan Province, Shenzhen City, Nanning City, Lijiang City, Phuket Island, and other city representatives shared a number of smart city cases. Meanwhile, the forum has also invited representatives from Xiamen University, Huawei, NetDragon Websoft Holding Limited, Qi-AnXin, iSSTECH, Red Date Tech, Kingsoft Cloud, Longshine Technology, and BOS Winner to share China-ASEAN cooperation experience in areas such as marine remote sensing, big data technology, digital education, cyber security, carbon neutralization, block chain, smart parking and more. Four important achievements were published at the forum, including the “China Center for Urban Development and Mekong Institute Cooperation Plan”, the establishment ceremony of the “Belt and Road” Cyberspace Security Research Institute, the signing ceremony of “Marine Remote Sensing Application Technology Innovation Research Institute” by Xiamen University and its partners, and the “Teacher Electronic Library Cooperation Project” by UNESCO and Netdragon Websoft Inc. .
